TITLE:                                      Purchasing Supervisor

DEPARTMENT:                       Business Operations

SCOPE OF RESPONSIBILITY

Reporting to the Materials Manager, this position supervises activities in support of the purchase of materials and services used by The Blood Center. 

ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE THE FOLLOWING. Other duties may be assigned.  Management retains the discretion to add or change the duties of the position at any time.

  • Supervises daily activity of the Purchasing Specialist and provides support when Purchasing Specialist is not available.
  • Places Purchase Orders with suppliers and coordinates with A/P ensuring all PO invoices are paid timely.
  • Prepares and submits expense item bid packages for quotation to suppliers.
  • Reviews bid packages and make recommendations to the Materials Manager; assists the Materials Manager in contract negotiations and occasionally engages in contract negotiations
  • Oversees the Critical Supplier and Critical Blood Center processes.
  • Meets with new and existing suppliers and makes recommendations to the Materials Manager for new suppliers or changes to existing supplier’s products or contracts.
  • Enforces The Blood Center's policies on EEO, Affirmative Action and Safety and Health.

Must maintain regular and acceptable attendance at such level as is determined in The Blood Center’s sole discretion.

Regular Hours

Full time:  must be regularly available to work at least 8 hours per day, 40 hours per week, or such other days or hours per week as The Blood Center determines are necessary to meet business needs.

Overtime (applicable only to non-exempt positions)

Must be available and willing to work such overtime per day or per week as The Blood Center determines is necessary or desirable to meet business needs.

Weekend and Holidays

Must be available and willing to work such weekends and holidays as The Blood Center determines are necessary or desirable to meet its business needs.

SUPERVISORY RESPONSIBILITIES

Supervises one employee who is responsible for entering and placing purchase orders.  Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees; planning, assigning, scheduling and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION AND EXPERIENCE

Bachelor’s degree (BA/ BS) from an accredited college or university and 3 years related experience and/or training, or equivalent combination of education and experience (7 years minimum experience without a degree).

LANGUAGE SKILLS

Ability to read and interpret general documents such as requisitions and procedure manuals.  The ability to write routine reports and correspondence; ability to effectively present information and respond to questions from groups customers or employees of the organization.

MATHEMATICAL SKILLS

The ability to work with mathematical concepts such as fractions, percentages, ratios and proportions in practical situations.

REASONING ABILITY

The ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.

OTHER SKILLS AND ABILITIES

Computer literate: Must be familiar with using computer.
