SCOPE OF RESPONSIBILITY
Reporting to the Consultation & Reference Manager, position is responsible for overseeing operations assisting with management of the Consultation & Reference Laboratory including supervision of staff, maintenance of all policies, procedures and quality control practices and the maintenance of effective customer and inter-and intradepartmental relations.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following; other duties may be assigned. Management retains the discretion to add to or change the duties of the position at any time.
- Oversee daily operations of laboratory and ensure efficiency and compliance.
- Ensure strategic and operational objectives are met.
- Assists with the preparation and monitoring of the annual budget for C&R Laboratory to ensure proper departmental financial control.
- Continually monitor performance of subordinate staff to facilitate open communication, clarity of expectations, retention of staff and attainment of goals.
- Assists with compilation, review and reporting monthly laboratory operation statistics.
- Communicate with Medical Director as needed and serve as liaison between laboratory and other departments.
- Collaborates in preparing for internal and external Blood Center assessments.
- Participates in the development and revision process of department SOPs, forms, abstracts, articles and technical papers.
- Enforces The Blood Center's policies on EEO, Affirmative Action and Safety/Health.
- Responsible for all activities necessary for the shipment of ad-hoc and scheduled donor units to include antigen testing, modification and labeling, billing and generating appropriate paperwork required by each manufacturer.
- Collaborate with Commercial Procurement Manager and participating reagent manufacturers to provide donor matches for various blood donor programs.
- Maintains comprehensive understanding of the Commercial Donor Program (CDP), Blood Centers of America (BCA) Sourcing Program, and applicable standards and regulations for participation in such programs
Must not pose a direct threat or significant risk of substantial harm to the safety or health of himself/herself or others. Must comply with all applicable safety rules and policies and be willing to report actual and potential safety violations to the appropriate personnel.
Must maintain regular and acceptable attendance at such level as is determined in The Blood Center’s sole discretion.
Full time: must be regularly available to work at least 8 hours per day, 40 hours per week, or such other days or hours per week as The Blood Center determines are necessary to meet business needs. Must be able to work irregular hours or days.
Overtime (applicable only to non-exempt positions)
Must be available and willing to work such overtime per day or per week as The Blood Center determines is necessary or desirable to meet business needs.
Weekend and Holidays
Must be available and willing to work such weekends and holidays as The Blood Center determines are necessary or desirable to meet its business needs.
Must be regularly able to work at off-site locations and to either transport self or be transported to same.
Manages subordinate supervisors who supervise employees in the Consultation & Reference Laboratory. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
EDUCATION AND EXPERIENCE
Degree as Medical Laboratory Scientist (or Medical Technologist); from an accredited four-year college or university plus 5 years of demonstrably successful management experience in a blood bank, hospital blood bank or allied health laboratory or an equivalent combination of education and experience. Must have strong leadership and workflow process acumen.

CERTIFICATES, LICENSES, REGISTRATIONS
MLS – ASCP or equivalent certification required.

Excellent interpersonal communication skills. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and standard operating procedures. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Ability to determine priority goals for multiple projects, make independent decisions, provide leadership, exhibit good judgment skills, and maintain perspective in unusual or stressful situations. Ability to work with people in such a manner as to build high morale and group commitments to goals and objectives; create positive energy (motivation) in both individuals and groups; communicate with others in a warm and helpful manner while simultaneously building credibility and rapport; influence the actions and opinions of others in a desired direction.

Ability to plan and manage multiple priorities simultaneously and project management skills required.
